Coming back to the question, in a sense, yes, Leh Ladakh are the same because the famous tourist destination is Leh, which is a part of Ladakh province. When people talk about going on a visit to Leh Ladakh, they are referring to Leh district and there is no separate 'Ladakh' region to explore.
Q2 : Is it safe to go to Leh?
Leh is one of the safest places in India. People are nice and friendly. If you are traveling to Leh by road then you need to factor in road closures due to land slide or snow fall.
Q3 : Is Ladakh part of India or Pakistan?
Administratively, Ladakh is divided between Pakistan (northwest), as part of Gilgit-Baltistan, and India (southeast), as part of Ladakh union territory (until October 31, 2019, part of Jammu and Kashmir state); in addition, China administers portions of northeastern Ladakh.
Q4 : Is Kashmir or Ladakh better?
Ladakh is an epitome of nature at its best. It has been fantasy of every travel enthusiast from around the world. Located between Karakoram Mountain Range and the great Himalayas, it is the highest plateau of Kashmir.

Due to its cultural and geographical affinities with Tibet (of which it was a province for several centuries), Ladakh was often referred to as 'Little Tibet'.
