Q 1 What is the best time to visit Goa?
Mid-November to Mid-February: These are the best months to visit the party capital since the weather is pleasantly cool and comfortable. It's the perfect time to relax on the beaches amidst other tourists who make the most of these three months in Goa.

November is usually the time when season picks up in Goa and it goes on till February. According to me the cheapest possible time will be late in March. The first 3 weeks in December,always very good for cheap late deals.

No there is no limit but you have to be aware of the crowd at night as per my experience Baga, Calangute and Anjuna are way safer and crowed as compared to other beaches. So make sure the place where you were thinking to stay at night has enough crowd.
